Resolutions of the Hokien Association

As regards the general meeting recently held at the Hokien Association for the purpose of re-organising the committees of Tao Nan and Ai Tong Schools as previously referred to in this paper, it is now understood that, as the numbers present did not reach a quorum, no definite point was arrived at. However, three recommendations have been proposed for the reformation of the Chinese vernacular education. They are as follows: The unification of committees of the two schools above-mentioned. The unification of committees of all Chinese schools in Singapore. All schools established and financed by the Hokien Chinese should be under the supervision of the Committee of the Hokien Association. These three recommendations arise from the present complication, and lack of co-ordination and system, of all Chinese schools in Singapore and are to bring about improvement, as better results are desirable.
Further information revealed that as the result of the general meeting held on July 16th, several resolutions for the improvement and co-ordination of Chinese vernacular education were passed, the most important being all schools owned and financed by Chinese of the Province of Fukien should be supervised by the Committee of the Hokien Association. The annual surplus from the revenue of the assembly and other donations made, should be appropriated proportionately among schools which lack funds and are in need of help. In order to expedite matters, an arrangement has been made to engage an expert on Chinese vernacular education to be “Inspector of Schools”, who would give direction and advice to any school when requested, especially towards the points for the development of moral and intellectual training of the young generation. Besides the inspector, a delegation of 12 members is being temporarily formed, to look after matters requiring immediate action. But the delegation will be terminated as soon as the new Committee of the Association is formed.
No resolution on the second recommendation was made as it is considered not advisable to unify the committees of all schools in Singapore.
Before the meeting dispersed the following resolutions were unanimously carried dealing with the registration of schools, and put into practice. It is pointed out that only schools established and financed by the Hokien Chinese are eligible to be registered. All schools must be registered by Government in accordance with law. The number and names of committee members of the school as well as the responsible officers. The full statement of funds with which to run the school; what kind of contribution has been made, and how much annually? The number and names of teachers employed, and the number of boys and girls enrolled; how many classes into which they are divided together with full statement of receipts and expenses of the school; the amount of outstanding loans in case of deficiency; location and the monthly rental of the school premises if they are rented, and the time of the first establishment of the school; statement as to the increase of students during the last three years.
No registration of schools can be made after August 1st and applications should be addressed to Ee Ho Hiong Club, Club Street, up to that date.

福建会馆决议案

最近在福建会馆举行有关改组道南与爱同两校董事部事(已见前报), 据了解由于没有达到开会的法定人数, 大会没有作出任何议决案。不过,大会对华文教育的改革提出了三点建议如下:将上述二校的董事部合并;统一所有新加坡华校的董事部;所有由闽帮人士建立和资助的学校都应受福建会馆董事部的监督。这三项建议源于目前新加坡所有华校情况复杂,缺乏协调和系统,希望能加以改进以求争取更好的成效。
进一步的资料显示,7月16日召开的闽侨大会,通过了几项关于改进和协调华文教育的决议案,其中最重要的是凡由闽帮人士开办及资助的学校,都应由福建会馆董事部管理。会馆收入和其他捐款的年度盈余,应按比例分配给缺乏资金和需要帮助的学校。为加快工作进度,会馆当局已安排聘请一名华文教育专家担任“视学指导员”,他会应要求向任何学校提供指导和意见,特别是就年轻一代道德和智力培养的发展提供指导和意见。除了视学指导员,大会临时选出了12名成员组成改组委员会,负责处理急要事项。惟改组委员会将在会馆组成新董事会后立即解散。
大会认为统一所有学校的董事部是不可行的,所以没有就第二项建议作出任何决议。
会议结束前,大会一致通过了关于学校登记的决议,并付诸实施。大会指出只有由闽帮人士创办和资助的学校才可以登记加入。所有学校必须由政府依法注册。学校董事部董事及负责人员的人数及姓名。办学资金的完整报表;捐款的种类,每年多少?聘用教职员人数和姓名,注册男女学生的人数;他们被分成多少个班级,以及学校的收入和支出的完整报表;若是亏损则未偿贷款金额有多少;租用校舍的地点和每月租金,以及学校创办年份日期;过去三年学生人数增加的报表。
在8月1日截止日期之后,不接受学校登记。申请表格寄到客纳街怡和轩俱乐部。

The Advisory Committee on Chinese Vernacular Education of the Hokien Association held its second meeting at Ee Ho Hiong Club, Club Street, on August 7th at 8 p.m. Members present were Messrs. Tan Kah Kee, Lee Gong Chian, Lee Choon Eng, Ho Po Eng, the Principal of the Singapore Chinese High School, and eight others, Mr. Tah Kah Kee presiding.
As regards registration of schools, the chairman declared that twelve applications have been received requesting to be registered. From their report, it is understood that the total number of pupils of these schools amounts to 1,380, and the annual deficit altogether approximately comes to $20,000, besides another $2,000 – $3,000 which should be annually reserved for the appointment of an “Inspector of Schools”. However, the annual surplus of the Hokien Association after disbursement made of the expenditure of Chong Hock Girls’ School, Stanley Street, is about several thousand dollars. This amount is apparently not sufficient to meet the requirement, though other contributions could probably be made. It was then pointed out that Tao Nan School of Armenian Street is the first Chinese vernacular school founded in the Colony and is considered to be the only Chinese educational institution under the auspices of the Hokien Association. In accordance with the minute passed by the assembly that the annual deficit of this school should be paid for from the surplus of the Association, that financial assistance be rendered to this school goes without discussion. Regarding Chong Hock Girls’ School stress was laid that this should be similarly treated as Tao Nan School, the fact being this school has always been financed by the Association since its commencement. Another school which was considered at the meeting is Ai Tung. The financial treatment of this school, is somewhat different from that of Tao Nan and Chong Hock. It was decided that this school should not be otherwise treated. Eventually it was recommended that these three schools – Tao Nan, Ai Tung and Chong Hock – should be under the supervision, with sufficient pecuniary aid, of the Hokien Association, while other nine applicant schools be separately dealt, i.e. these nine schools have to be financed by their respective committees, and the Hokien Association can only be relied upon to render assistance under such circumstances and in such manner as the Committee thereof may deem necessary. This recommendation was unanimously passed and is to be referred to the Hokien Association for final consideration.
Referring to the resolution passed at the last Committee meeting that the annual surplus from the revenue and interest of the Hokien Association and whatever donations made, should be appropriated proportionately among such schools as lack funds and need help, the Chairman said that a letter of this nature has been sent to the assembly, the reply being that a general meeting would shortly be held.
It may be recalled that the processes for the unification of Chinese schools at Singapore and the improvement of its vernacular education arise from the general meeting of the Hokien Association held on July 16th, for the re-organisation of the joint committee of Tao Nan and Ai Tung Schools. Some of the members of the Association Committee, in view of present complications and lack of co-ordination and system among Chinese schools here, urged reformation, and thus these measures were adopted. An advisory Committee of twelve members with Mr. Tan Kah Kee as President was then formed to advise on the matter and a Chinese educationalist has to be employed to be “Inspector of Schools” who will give direction and advice for the development of institutional training.

改组福建会馆董事兼教育委员会于8月7日晚上8时在怡和轩俱乐部召开第二次会议。出席者有陈嘉庚、李光前、李春荣、华侨中学校长何葆仁、及其他8人。陈嘉庚主持会议。
关于学校登记事,主席宣布已收到12 份要求登记加入的申请。从报告中了解到,这些学校的学生总数为1380人,每年的赤字总额约为20000元,另外每年还须保留2000至3000元作为聘请“视学指导员”的费用。但是福建会馆每年在支付史坦利街崇福女校的开支后,仅有约数千元的盈余。尽管可能还有其他捐款,这笔数额显然不足以应付赤字。随后有人指出,亚米尼亚街道南学校是在殖民地创办的第一所华文学校,并且被认为是福建会馆办的唯一华文教育机构。根据大会通过的会议记录,该校每年的赤字应从福建会馆盈余中支付,会馆必须资助该校是无讨论余地的。有人强调崇福女校应与道南学校同等对待,其实这所学校自开办以来一直由福建会馆资助。会上考虑的另一所学校是爱同。会馆对这所学校的资助与道南和崇福有些不同。会议决定应该同等相待。最后建议这三所学校- 道南、爱同和崇福-应归福建会馆统理,并提供足够的经济援助,而其他九所申请学校应分别处理。这九所学校必须由各自的董事部资助,而福建会馆只能在其董事部认为必要的情况下提供援助。这项建议获得一致通过,并将提交给福建会馆作最后审议。
有关上一次委员会会议通过的决议,即福建会馆的年收入和利息盈余以及所筹得的任何捐款,应按比例分配给缺乏资金和需要帮助的学校事,主席说已致函会馆,其复函称很快就会召开会员大会。
可以回顾,新加坡华校统一和华教改善的进程,是在7月16日举行的闽侨大会上产生的,这次大会旨在改组道南和爱同学校董事部。鉴于目前华校的情况复杂,缺乏协调和制度,福建会馆董事部的一些成员强烈要求改革,并采取了这些措施。当时遂成立了一个由12名成员组成的改组委员会,由陈嘉庚先生担任主席,就此事提供咨询意见,并计划聘请一名华文教育家担任“视学指导员”,他将为学校的培训发展提供指导和建议。

On the 14th. instant at 3 p. m. the delegation for the re-organisation of the Committee of the Hokien Association and Advisory Committee on Chinese vernacular education held a conference at Ee Ho Hiong Club, Club Street. Besides members of the conference, there were also representatives of nine applicant schools present.
At the conference, the recommendations of the last meeting were read, and, after some discussion, the following resolutions were carried. (1) The three schools, viz., Tao Nan, Ai Tung and Chong Hock, should be under the supervision, with sufficient pecuniary aid, of the Hokien Association. (2) The nine applicant schools must be financed and managed by their respective committees, and the Hokien Association will render some measure of endowment under such circumstances and in such manner as the committee of the Association deem necessary. (3) The annual endowment of students of applicant schools should be ten dollars each. (4) Upon the establishment of the new committee of the Hokien Association, members of this conference should report in detail all matters and procedures to the Committee, and simultaneously cease their duties.
The conference then adjourned.

改组福建会馆董事兼教育委员会之委员,于本月14日下午3时在客纳街怡和轩俱乐部召开会议,出席者除了委员,还有9所申请加入的学校的代表。
会上报告前次会议所提出的建议。经过讨论,通过下列决议:
(一)道南、爱同和崇福三所学校应由福建会馆管理,并提供足够的经济援助。
(二)9所申请加入的学校必须由各自的董事部资助,而福建会馆只能在其董事部认为必要的情况下提供援助。
(三)加入的学校补助款项定为每名学生补助10元。
(四)待福建会馆新董事部成立后,委员会将把各经过情形向董事部汇报,并解除责任。会议随后休会。
